Single Lighting Regulation 2021

A simple introduction to the Regulations due for implementation on the 1st of September 2021.

Ansell Lighting recently hosted a webinar with Voltimum regarding the published European Commission Regulations given below. Whilst this is a complex topic, gaining a basic understanding will allow those in the lighting industry to become educated on the subject of the Regulations due for implementation on the 1st of September 2021.

In 2019, the European Commission published the Energy Lighting Regulation (EU)2019/2015 laying down the energy labelling requirements for light sources and separate control gears. They also published the Single Lighting Regulation (EU)2019/2020 laying down the ecodesign requirements for light sources and separate control gears. These were published in the Official Journal of the European Union on the 5th of December 2019 and came into force some 20 days later on the 25th of December 2019. These two regulations shall be binding in their entirety and directly applicable in all member states.

The documents are available as a free download and in support of the Regulations, Lighting Europe has published two supporting ‘Guidelines’ documents which are also available as a free download.

The Single Lighting Regulation, referred to as SLR, providing ecodesign requirements for light sources and separate control gears merges and repeals three previous regulations into a single document negating the need to consider three separate documents when looking to achieve compliance. The scope of the document is to encompass light sources, including LED lamps and modules and ‘containing products’ as opposed to just lamps and luminaires. Manufacturers and suppliers need to ensure that the lighting source and separate control gear in their containing products comply with the relevant EU legislation and in particular, the 11 No. Articles of this Regulation. The 6 No. Annex sections provide information provide detail relating to types of light sources, calculation of efficiency and functional factors, details of exemptions, verification for market surveillance, endurance testing and benchmarks.

The Energy Lighting Regulation applies to light sources with or without control gear with regard to the energy labelling of light sources and repeals a previous regulation. The energy labelling requirements are mandatory and apply to all products paced upon the European market or put into service where they are installed. The purpose of this review is to realign the energy classes with technological developments and to foster the uptake of newer lighting technologies. This Regulation contains 10 No. Articles which establish requirements for the labelling of and the provision of supplementary product information on light sources, with or without control gear and also apply to light sources within a containing product. There are also 9 No. Annex sections covering definitions, energy classed, labels for light sources and details of exemptions as well as the requirement for product and technical information to be entered onto an EPREL database for market surveillance.

In conclusion, it is expected that there will be amendments to one of both of the Regulations prior to implementation on the 1st of September 2021.

As this blog is based upon the SLR and ELR Regulations, there has been no mention of Brexit within the content.
